I am posting this to help the community, as I have just wrestled with an issue with my 1996 GTi where I could not kill the engine without choking it out.

If your Seadoo will not shut down, will not turn off using the DESS post kill or STOP switch start here.

With engine running, press the stop button. Does the starter engage? If the starter engages when you try to stop the engine there is a good chance that somewhere you have a broken connection in the BLACK/RED wire specifically a bad connection on the BLACK/RED in the electrical box between the coil and MPEM, This will also mean that the engine is running without rev limit protection. Once the connection is restored, the engine should shut down with the button or DESS cap removal once again.

For Google search results:
Seadoo wont shut down, seadoo wont power off, seadoo wont turn off, seadoo no shut off, seadoo starter engages when stop button is pressed.
