1995 HX starter question

So I bought this one along with an XP, both have issues but was a cheap purchase. This HX didn't spin as I tried to rotate it via the fly wheel and it would budge. removed head and all looks ok. Took off starter and the crank rotates. Odd..... Tested starter on bench and it works just fine. So maybe is was just jammed? weird. But, where the starter bolts up to motor, the hole is full of premix oil. I can see the flywheel/teeth in oil. Don't think there should be any oil in there, correct?

wonder how the oil gets into there.....see pic, flywheel teeth disappear into the oil

Engine seals are done and the wrong oil is being used.

Inner crank seals are shot allowing rotary cavity oil into the crankcase. Front crank seal is bad allowing oil from the flooded crankcase into the magneto housing.
 
yippee, oil everywhere inside the hull. pulled motor already will read to understand all I need to get. will take some time as these motors are new to me.....ugh
