96 xp can crank with key?

hey guys, i just noticed that my 1996 seadoo xp can crank over with the key in, could this be a stuck solenoid or something? and if so, can it drain my battery?
 
It's SUPPOSED to crank with key in!!! That's how all seadoos work!!! Be more specific about your problem.
 
I meant to say with the key out. Today I was I stalling the vts sliding block for the trim and I plugged my key in to make sure it was working fine an than I took the key out and held the start button and it was cranking over with the key not attached to the ski
 
The only thing I can think of is something is shorted in the MPEM. My 96GTI will work with any lanyard because we had to replace the MPEM, we purchased an new MPEM and not knowing any better back then never had the lanyard programmed for the new MPEM, but I've never heard of a DESS ski starting without the lanyard attached to the post.

Rather than replace the MPEM I think I would just install a hidden kill switch.
