I got to thinking abut this more yesterday. I assume that the springs of the axle are welded on each end. If so, cut the metal bracket off near the frame, remove them from the spring, and make a taller version. Simply have them welded back on.
For temporary reasons, make them tall enough to cover the side of the frame. Drill all the way through the bracket and the frame and nut and bolt them in place. Then tow it to a shop that can weld the bracket in place.
This will solve all issues and not affect how close the fenders get to the ski's as they will not be moved. If you move the height only 2 inches or so, then launching the ski's will be very similar to what you are use to, (relative to depth needed to launch the ski's).
