Carb pops are high RPMs

To build off an earlier thread, my ski runs great at low RPM's. At about and over 3/8 throttle, the ski pops, at the same time the ski stops pushing. This lasts only 1 second and the ski continues as normal. This happens at random but on average ever 3 seconds or so, regardless of what the High RPM is. I have ran it out of water to see a small puff of smoke pop out of the Carb filter during the pop noise, nothing extreme, very small amount and disapates immediatly. Problem seems to be in the Carb, any ideas?
