Fuel valve...
If you have the grey Tempo fuel lines, they need to go and the entire fuel delivery system inside the carbs will need to be cleaned out. If you do not have them, then.....
When choking it, have you heard the engine kick, like it wants to start? If so, pull the plugs to see if they show any signs of being wet with fuel.
Is your pulse line, connected at the forward end of the block, connect to the middle nipple in the end plate of the MAG carb?
Simplify troubleshooting by connecting a short piece of line from the "ON" or "RES" nipple of your fuel tank, then to the fuel inlet on the MAG carb. Place your hand over the air intake to both your carbs. Have someone turn the motor over for you. If you hear the motor hit, remove your hands. If not, look at the carbs and your hands for fuel. If no fuel, you'll need to tear the carbs down.
Before you tear the carbs down, you can look at the MAG carbs fuel pump and strainer without removal. With the airbox off, look at the forward end of that carb. You see 4 screws in a square pattern. Take those 4 screws out and gently ease that plate off. That forward end is your fuel pump assembly. You'll be able to at least see that micro filter in the MAG carb before you pull the entire carbs down. I sometimes use the MAG carb as a way to get an idea if they need to come apart. (with exception to TEMPO lines. No question there, tear them apart).
The fuel valve runs about $25 bucks. I usually clean them. Once you remove the 3-way plug valve, there is a small screw on the side. It's the retaining screw that holds the plug in. Once you have that retaining screw out, it just pulls out.
I usually clean them with parts cleaner solution then, blow them clear with air.
