No fuel pressure :(

Hey guys, picked up a 98 GTI from a buddy for the low price of free. Overall in good shape and after replacing the CDI and some exhaust parts, I have yet to get it in proper running order. I seem to be lacking vacuum in the fuel system. After cleaning the carb thoroughly and verifying all fuel lines are correctly routed I still have nothing. If I cover the carb intake completely it’ll build some pressure and run for a bit but then cut out and not want to run unless I cover the intake again. Any suggestions? And as I side note I would like to add that they gray fuel lines have been replaced.

If you have verified spark and compression try running a fuel line right from the baffle to the carb, if it still doesn’t run probably just a carb rebuild
