The policy of new members is to keep spammers from joining and then jamming your pm box with junk mail. Real members seem to have a interest in communicating and not spamming everyone. It isn't hard to get the 10 posts required. Just hop into a couple threads and make a comment. 4 more comments and you can PM the guy.

Not sure if he can receive PMs though, since he has less than 10. The mods would be able to answer that question. Or better yet, I will PM you and see if you can get them. :cheers:
