Lossing RPM at full throttle

I have a 97 GTX. I just had the jet pump totally redone by a dealer. It performs ok, however when I give it full throttle, it goes to 6700 rpms, and after a short time, it will loose rpm to 6000. Compression is ok, could this be carburation problems? It seems like it isnt getting enough fuel.

Yes, also check your Water Regulator.

Where is the water regulator, and what does it do? Im a little new to this, been a snowmobiler.

located on the muffler. Also clean the raves, under the black caps.
