I have learned the hard way to pressure test the jet pump after changing the oil. My question is how often should the seal for the impeller shaft be changed? If the bearings spin smoothly and you don't feel excessive play, there is no indication of water intrusion and the pump passes the pressure test after drain and fill, is that good enough for the summer or should the seal be replaced after a certain number of hours or seasons?

No need to replace them until they are bad. I have only had to replace a couple in 30 years of messing with these.

If you have the pump shaft removed you can check the seal's condition. If you press on the edge and it seems brittle and not resilient it is a good idea to replace the seal. Generally if the oil you remove isn't milky the seal is doing it's job. I think replacing that seal and a thorough pump inspection is a good winter job. That seal should last 10 years.
