97 GTX idles fast, will not adjust down

I have a 97 GTX that idles fast and will not adjust back down.
Tried to twist back manually at the engine but very hard to turn.
what is the cause, how can I fix. Do i need to replace the
carbs? thanks

how fast?
It Will idle fast if you are running it out of the water.
3000 on hose and 1500 in the water is generally a good start
