2001 GTX 951 Carb DESS question

Hey guys got the 01 GTX 951 carb DESS Question.

The only way i can get it to find the Key and start is to unhook battery, plug key up, rehook battery and it will start right up. I can stop it and start it back fine as long as i dont unhook key, if i unhook key then i have to unhook battery again, plug key up and rehook battery.

When i unhook key the motor will stop if running, if i plug the key back up nothing happens, no beep, no dash lights, nothing.

I just bought a new battery, charged it fully and installed it and same thing, i have cleaned contacts on key and same thing.

Also not sure if it related, or normal, but when i hook the battery up its sparks like there is some current being pulled.

Minimal spark is normal as the MPEM always has power. Fed from the hot solenoid post.
