951 DI getting a key made

I picked up another Di (I know, I am a glutton for punishment) and it doesn't have a key. The key dude tried a few times and said he couldn't do it. He said he got access to the MPEM and could see if there were any issues but before he could make the key, the MPEM stopped communicating with the Candoo (SBT 102 version). I heard the key beep a couple times during the process for what it's worth. The battery is charged, and all fuses are new. He said I may need an MPEM. Any thoughts?
