1997 Xp will only go 40MPH

Just bought a 1997 xp motor was rebuilt 10 hours ago, it has a racing grate, new performace impeller, aftermarket flame arrestors and performance exhaust so there's no reason it shouldn't run in the 50's at least. The issue is it runs good, starts up on the first crank, has plenty of power out of the whole but the top speed is suffering(it will only reach 40) , I know the speedos lie but my 1996 blows it away and it just has an aftermarket flame arrestors. What kind of issue could this be and how do I fix it. Thank you!

Have you disassembled and cleaned the rave valves?

A couple of things come to mind, since you have aftermarket flame arrestors you may need to rejet the carbs., if you have the stock airbox and arrestors, I would just put them back on. Also are you experiencing cavitation? What's the rpm's at full throttle?

I don't know the exact RPMs but it doesn't seem to be lacking any RPMs what would cause cavitation?

The two main causes of cavitation are; worn wear ring and bad carbon seal in that order. Check the wear ring first there should be no more than .025" clearance between the impeller and the wear ring. Here's a thread.
