Clean it up good with a wire brush and make sure all the paint is off and you can use JBweld.
 
It is stuff that comes in a tube. Meant for sealing holes in metal. Kinda like a silicone for metal. You can find it at auto parts places.

Search here for tuned pipe repair. It is quite common. For a permanent fix you can remove it and have someone weld the spots where the plugs leak.
 
the pump is easy... take the cables off... take the nozzle off, remove the water hose and bailing hoses from the inside of the hull, and then take off the 4 nuts that hold it to the hull.

If all that is off... then just put a flat tool behind it, and gently pry it away from the hull. The previous owner may have used silicone to glue it to the hull. (stupid)
