What kind of sealant do you use for parts under water?

I'm capping off the OPAS paddles on a friends old GTX. I took the paddle mount off and the plat inside the pump well off and made plates to cover them. Will regular automotive silicone RTV work ok to seal the plates or do I need a special silicone? Anyone ever done it before?

Generally, any blue RTV/Permatex will work. However, the black and red is a bit more durable as it is designed to be in oil as compared to water.
