What is the best way to clean scale buildup

I recently bought a 2010 gtx is 215. Love it! I would like to do some refurbishment on it, starting with the IBR in the back. It has some spots where the paint is chipped/peeling, and also some spots that looks like the paint is bubbling, or there is some sort of heavy scale build up on it. From what i was told it has only been in midwest lakes. I'd like to get it all cleaned up and repainted. Any suggestions other than good ole sanding? Can I use paint stripper on it? Also what would be the best paint to use on it?

Some options,,paint remover,,,sand /bead blast,,,high pressure washer,,,
then apply zinc primer,,,and then paint or even powder coat,,,
