voltage drop in battery

my seadoo gsx will not turnover and just chirps with the key. I've put in 3 fully charged batteries but they just get drained. voltage shows 3 volts once the battery is hooked up then shows more after unhook. any suggestions?
also vts fuse will blow.

Disconnect the VTS, put in another fuse and re-try. If then it works, replace
the VTS module.
