terrible whine noise and leaking PV

went out today on my 1997 GSX seadoo i was riding around for about 1 hour than i started hearing a loud whine noise at mid to high RPM what could this be? and can someone point out the seal i need to replace inside of the power valve as mine is leaking oil all over the cylinder and down the side i looked at the parts diagram but cannot figure out what seal needs replacing

WHINEs can be counterbalance shaft or jetpump bearings going south. Use your engine Stethoscope or a block to your ear to help determine the origine.
 
the pump had very little oil probably enough to keep the bearing from seizing i have since refilled the pump and it went fine today now i have another problem my seadoo gets up to RPM6850+ but only does 42mph the impeller looks fine

If there was so little oil in the pump to make it whine, you should replace the bearings. Did you replace the seal and pressure test the pump?

does it feel like its cavatating? Does it accelerate real good up to 42?
 
i just pulled the jet pump off look at the bent impeller could this be why i am only seeing 42mph? the wear ring is within spec but has a lot of scrapes and gouges

That's your problem. Get the impeller fixed and replace the wear ring, it's toast.
