Speedster-no rpms

I bought a 95 Speedster last year and have not had it in the water yet. I installed new batteries. Boat had a new starboard motor installed. That motor started, idled and revved fine. The port motor started and idled fine, but under throttle it just wouldn't rev. It sounded like it was bogging. Any ideas? Clogged fuel filter? Carb needs cleaning/rebuild?

even though, the "replaced" motor starts/revs/idles.....i'd still rebuild both motors' CARBIES...

Check the carbs to see if they're giving gas correctly or check if the air filters are correctly on (happened to me once when 1 filter was off)
