Seadoo only go 6000rpm.

Hi everybody! I need your help to schedule my winter project.
I have a 1995 seadoo sp 587 and i would like to give im a little refresh.
I love the simplicity of it but people knowing 2 stroke around me, are now hard to find.

I have new battery,New spark plug cable,New plug br7es Ngk,compression are 132mag and 135 pto.
I have an Spi impeller on it too.
Already tried to bypass fuel/water separator and fuel selector.
Unplugged red wire for the regulator,no différence.

In and out the water the rev limiter stay the same, 6000rpm.

I would like to know why?
In the seadoo manual it suppose to be 6500rpm.

I tried unplugging the black/red wire to the mpem and it climb to 6700rpm.
Does it mean my mpem begin to get drunk?
If i have an adjustable rev limiter,how to raise it? Thanks
