OK I made a degree wheel and the RV is correct. I did the solder clearance method per the seadoo manual and using the .032 solder my clearance came out to be .017 which according to the manual if I read it right I am .003 too big. So the manual says it could cause hard starting, and the RV cover has scoring on it. Would this cause it not to start? Again it will fire for a second with a squirt of brake clean and then die. Everything else is good. (93xp 587)

If it's fire on the starter fluid/brake cleaner.... then it should run.

Pull the carbs, and make sure the pump is pumping, and that there are no plugs in the fuel system. BUT... if this is a project you are goign to keep around... then the tolerance of the RV needs to be brought back into spec.
