Questions about the outer plastic of a pwc

Im currently shoping for my first pwc and Ive noticed some 90's models are faded and scratched up and I want to know what it takes to make it shine like a new penny. What do you call the outer/upper shell of the pwc? And what can I buy to make it look new? Where do I buy it? Also can I replace the outer/upper shell with a new one? What are your recommendations?

Soft scrub with bleach works pretty good in some cases.
