new regulations on the colorado river

36 CFR §7.48 (f)(3) - After December 31, 2012, no one may operate a personal watercraft (PWC) that does not meet the 2006 emission standards set by EPA for the manufacturing of two-stroke engines. A person operating a personal watercraft that meets the EPA 2006 emission standards through the use of direct-injection two-stroke or four-stroke engines, or the equivalent thereof, is not subject to this prohibition and will be allowed to operate as described in this section.

i have a 1996 GTS and a 1999 GTX RFI is there any way i can make these ski' swork to these regulations?
 
Simply no. Unless you install a DI engine. Or go buy a 4 stroke ski. The wording in the regulation states "through the use of Direct Injection" RFI is fuel injection but not Direct injection. I wonder if the Cops will know the difference.
California and Nevada did the same thing earlier this year on Lake Mead.
Sadly many more States are going to follow. Before long we will only be allowed to ride 2 strokes in the back yard pool.

Why the hell does it say PWCs? If they are going to pull this crap it needs to be all boats. Also, how many of these things could even be left?!

I'll throw 55 gallon barrels of oil in the damn river in protest. Still cheaper than buying a new ski.
 
the limitation applies to the colorado river system upstream of the davis dam,
so from there (laughlin) all the way down to mexico is ok.
so,powell,mead and mojave will uphold the ban on some 2 strokes
,,at the "inspection site"the big give away they look for is a choke knob,

No restrictions on an old Sears outboard that leaves a big sheen behind. But they claim that the ban on PWC's is to keep the drinking water clean.
The EPA is pissed that the number of 2 stroke PWC's in use is not declining and it likely wont with the ridiculous price of the 4 strokes.
 
Hike it is beating a dead horse, it seems that some folks at the nps and EPA didn't do their homework on the di 2 stroke skis. While the di is more fuel efficient, the major polluter in a 2 stroke is the oil, and the oil injection system hasn't changed along with the di injection system, so the di likely isn't much cleaner than the carbed skis in that respect. This is really just a means to the end of banning pwc altogether under the guise of protecting the environment.

I don't like to get around the laws.... but when the helmet laws started popping up... people would just wear a "Skull Cap" helmet. But, then they passed regulations saying that they had to be DOT approved. Well... when that happened... you could buy a "DOT" sticker at ANY motorcycle rally, and put it on anything.

With that said... unless they ban specific make/model/years.... I'd say someone needs to have a bunch of "EPA 4-star" stickers printed up, and slap them on the back of the ski's. At that point... it would have to go to court, and the state would have to prove your ski was not legal. The owners defense would be... "I bought it this way."

With the helmets... the cops gave up.



Now... with all that said... All you guys that live in those areas:


1) It's been a long time coming. I've been out of SoCal for almost 15 years, and they were talking about removing 2-strokes from Mead back then.

2) Don't bitch after the fact. Watch the news... read the papers... and go to the meetings when they try to push this legislation.

3) Make sure you are registered to vote, and go sit on your Representative's office steps. Once he's tired of looking at you... he's going to do something about it.

4) Along with #3... get your facts, and research together... and hand it over to your Rep. (makes it easy for him)



I'm in the middle of a battle right now in Pittsburgh. We have a wonderful Lock system that allows us to go all over the place Via the rivers. But... heading north... they announced that they closed locks #6 and &7 to recreational traffic because of low use, and budget cuts. When the USACE announced it... you better believe that I drove the hour north to attend the meeting to see what can be done.


So... Moosect... what have you done in the past 10 years to try to keep it open?? Or did you just join our forum to bitch about it? (Sorry if that came off harsh. Didn't mean it to sound like that)


Then finally... depending where you live... just go to a different lake. Mead is NUTZ on a typical weekend... and the PWC are generally the people who cause the problems, and are hardest to be seen. Besides... Havasu is a better time.

OK... just touching on this a little more.



1) The law that will become effective on Jan 1 2013 was put into law in 2003 !!!!!!! You have had 10 years notice !!!!

2) The DCNR's web site said there were A LOT of public meetings. SO... more people who were for PWC should have attended.

3) They are now looking to ban all 2-strokes. BUT... I'm sure the only reason that the Di Skis are still allowed is because BIG companies like Johnson, Evenrude, Mercury, Suzuki, Nissan, Honda, Mariner, OMC, and so-on.... all pushed to keep the lake open to their current products.




I know I'm sounding like a Jack off here... and I'm really not trying to. BUT... Like I said above... it's been a long time coming.



As you guys know... I love my old skis........ but the stupid part of all of this is....... I can still take my 4000 Lbs, 6cyl, oil burning, jet propelled Islandia on that lake... and pollute all I want. So.... that tells me that some legislature got pissed off at a PWC, and made it his personal mission to ban them. And let's face it... all the "Old Guys" with the boats, showed up for the public meetings... and the "Kids" with the PWC didn't.
