Is it possible to upgrade engine on 1995 Speedster to meet pollution standards?

I want to use my 1995 Speedster on Lake Tahoe but can't (Tahoe is soon to be my closest lake). The regulation state: Electronically Fuel Injected (EFI) or Rotax Fuel Injected (RFI) two-stroke engines purchased before January 27, 1999 are banned.

The following are allowed: 1) Direct fuel injection (DFI) two-stroke engines, 2) Two-stroke engines that meet the California Air Resources Board 2001 or the U.S. Environmental Protection Agency (EPA) 2006 emissions standard and 3) All four stroke personal watercraft engines.

Are there any engines that could be installed in a 1995 Speedster that meet these standards? Would it be worth the price (whatever that is) or better to just look for a newer boat?
 
First... take it up with your local congress man. I know places are banning 2-strokes... but you have to fight to keep them open.

In the short turm... sell your boat, and buy one that isn't banned. It would cost too much to convert it.
