Need some help. 1999 GTX Limited. Starting problem

I bought the ski this summer being reassured it ran great last year. The battery was dead and I bought it w/o starting it. I know, I know ......
Anyway. Bought a new battery (Odyssey 625). I get the 2 beeps when the lanyard is attached. When I push the start button I just get a click. I double checked the tightness of the battery, put the battery in another ski to make sure it was properlly charged. I replaced the starter relay, checked all tightness of cables. I still just get a click from the relay. What next?
A friend told me to remove the spark plugs and make sure there isn't any fluid in the cylinder. If no fluid is in the cylinder should I check the starter next?
HOw do I do that? I appreciate any help.

Jump the two solenoid posts with a pliers...if it turns over its the solenoid. If not, pull the plugs and turn the motor over by hand and make sure its loose. Then its starter or wiring.
 
Are you saying ..... hold a pair of pliers in my hand and lay the other handle accross the two posts of the selinoid. Will it shock me?
How do I turn the motor by hand ? There is only about 3" of the shaft exposed and it is covered with a thick rubber boot with hose clamps holding it at both ends.
