Lien Release and Title Question

I purchased a ski and i know i should have dug a little deeper but the original owner paid for it new over time. So there was a lien that he has since paid off. I will be the 3rd owner now and the original owner cant find proof that he had paid it off since it was in '05-'06. I am sure it is paid off and i just dont know how to go about getting it titled in my name since there is a lien and cant actually show the people its taken care of. Suggestions PLEASE
 
Contact the bank who held the lien. I am sure they can help. In Ky when something is paid off, the bank then releases the info to the state and their name comes off the title. I figured other states would do something similar.
 
Try taking you VIN # down to the DMV for your area. I'm learning this also, everything is electronic now so you have to request hard copies of your title. They can at least point you in the right direction.
