Keep Blowing Fuses

I just had a my motor rebuilt and now I keep blowing the 15 amp fuse in the rear electrical box. I took it in to have it looked at and they are saying the reason why the fuse keeps blowing is because it has a bad Stator. I have never used this Mechanic before so I really don't know anything about them. has anyone ever heard of a faulty Stator being the cause of fuses blowing.
 
also heard of metal shavings from the starter/bendix, flying around in the stator assy grounding out the stator, popping the fuse
 
That is the charging fuse. Post #2 = X2

It takes three 4" long x 8mm by 1.25 thread pitch metric bolts screwed into flywheel 1/4" (or you'll be into the coils behind it) to pull the flywheel useing an automotive three slotted harmonic balancer puller. Bills86e
