jet pump question

Hi with the jet pump when it is off the boat should you be able to spin the impeller easily? Mine wont turn at all so thinking it is siezed. When I went to start the boat after winter storage the engine would turn over once then there wouldnt be enough power to turn it over again. So pulled and rebuild starter (also found two broken motor mounts and some badly frayed lines) but after that the starter was still drawing 300a while trying to start. Pulled the pump off and had it turning over fine. If the pump is siezed better to get a new one or just a rebuild kit?

I would take it apart and depending on the condition just rebuild it. You're probably not going to find a new one anyway. It'll cost about $50.00 to rebuild the one you have.
