2002 GTI LE Engine frozen

I hope you guys have patience for newbies. I have an 02 GTI LE that 100% froze up from just sitting up. I bought it from a friend of mine back in 2010. At that time, it only had about 20 hours. I maybe put 10 hours on it over the next 8 years. I would start it twice a year until 2020. At that time It may have sat for I believe 2 years. I tried to start it but it wouldn't turn. I thought it was the starter so the ski would sit for another several years until recently. I didn't know anything on these, nor did I look at any forums because I thought it was the starter for sure. I did things ass backwards with repairing everything at once as I saw it (Starter, pump sleeve, bearings, steering and throttle cable, spark plugs, battery. Even reupholstored seats). I was waiting to see the what problems would exist with the carb upon turning over ). There is no rust on the pistons or in the cylinder that I can tell with a flashlight. One plug is a little rusty at the tip (I included picture). Under the air filter it has some crap in there. I have attached some pictures of that also. I believe the sea doo has the 717 motor. I have pulled the plugs and poured Marvel oil inside so that they may sit for some time. From what I understand, I must turn the PTO counter-clockwise (looking from the rear) in order for the pistons to unfreeze. The PTO unscrews when I do this. Am I turning the correct way? What are my options without removing the motor to get this motor unstuck?
Any advice would be greatly appreciated.

Well that thing is locked up solid if you unscrewed the PTO.
Your only option is to pull the engine and start tearing it down.
The damage has been done, no "Mystery Oil" or "Breaking it Free" is going to solve anything.

Always fog any engine that is going to sit for more than a couple weeks. No reason to start them, just fog them, pull the drain plugs and you will be good.
 
If I can I like to take off the hose to the water box when storing them for the winter, there’s always a little bit of water that you can get out of the water box and leaving it on creates a humidor. That’s my thinking anyways
 
Thank you guys for replying. I'm in New Orleans. Do ya'll know of anyone close to me that I could bring the motor or maybe even ship the motor to that would be reasonable to check it out? Otherwise, I will just have to slowly do it
