I just put the crank case halves together and the cover for the CB bearing rotates in the cases? I don’t remember this happing before but I might not have checked it before?

Not sure which engine you have but it seems to me there should be an o-ring. on that cap to seal it. Inspect it and make sure it isn't damaged and you have the correct part. I put motor seal on those when I assemble the engine.
