Cant achieve higher end RPMS

Took the RAVES off my 2001 GTX carb model, really really dirty! Then took out on water and was able to acel up to 6450 and then it quits wont go any more. I Know commpression is good. Has plenty of pick up and go, just quits at 6450 and hits around 54 MPH. Am I over looking something?

putting my money on that, you need to replace the water regularoe...once they crap out, you wont get full WOT.
