I am having trouble getting my 98 787 to idle at any speed under 1700 RPMs .
When i pull back on the linkage it will drop down. I have adjusted all cables to where i think they should be.
I had to put a carb return spring on it to get it to work write.
any tips

Yep... check the springs... and make sure the cables are lubed.

Now... as far as the cable adjustments..... you only set them to "Full Throttle"... and then they will be slack at idle. If you try to adjust them for the idle position... you will be hitting the carb stops... and you will break the cables. So... open the throttle... then adjust the cable so throttle arms are JUST OFF the stops.
