1998 Seadoo GTX low speed hesitation

I’ve got a 1998 GTX limited that is hesitating until about 2500-3k rpms then will just take off and as long as I stay above those rpms, it will ride perfect all day long. The carbs were professionally rebuilt and I feel very confident in them so in this case, let’s say the carbs are perfect so I can rule other things out. After I let off the gas, it seems to wanna hover around 1600-1700 rpms for a few seconds then it will finally come back down to idle which I have set around 1500. I had thought maybe it’s running lean so I pulled the plugs and they’re both rich. For reference - last time I had this ski on the water it would start up and idle perfect but did not like the throttle being touched. I inspected my fuel selector and it appeared to have a leak so I bypassed the selector and the water separator and now she’s running good other than at low speed as stated. I have a new selector on the way but I was told to look into a new pressure relief valve and a check valve. On opening the gas cover, there’s no sound of compressed air coming out. Could that cause the low performance or what else may be causing this?
 
Check to make sure there is a little slack in the throttle cable.
Check accelerator pump and squirters.
Check RAVE valve operation.

I’m not sure if this is considered too little slack or not. I’ll attach a picture. Accelerator pump is working and I’m assuming raves are working because I can get the ski up to full speed. I rebuilt them as well.
