Fuel gauge and tach's don't work, where is the pick up for tachs? I unplugged fuel sender and jumped pins on boat side and gauge did nothing, is gauge faulty?
 
The tachs receive their signal from one of the stator wires. I haven’t looked through a wiring diagram for that boat, but the signal may or may not be passed through the MPEM.

Since you’re not seeing any movement on the fuel gauge even when jumping the signal wires and you’re having tach problems also, I would check to see if the gauges are receiving power first. There are usually purple and grey wires that run to one gauge and then are daisy chained to the others. Take a meter and see if you are getting 12V to the garages that aren’t working. If the first one in the chain is bad, it can cut power to all the gauges down the line as well.
