When i put it in the water in will run wide open for about 4 sec then it starts boging down to just an idle. then it repeats the process. Any ideas

Try cleaning out the carbs. My 98 Sportster had the same problem, I cleaned out the carbs and it stopped.

classic clogged carb filters syndrome
and maybe a fuel valve issuse too!
first, clean the external fuel filter, make sure o-ring in cup is proper
second, replace fuel valve
if all of this is no good, rebuild carbs and fuel system

Wrong sparkies would do that, use BR8ES. Pull the return fuel line off the carb, put a short line on the return nipple and into a catch bottle then crank it over.
that will tell you if the fuel route is clogged. Then pull Supply off carb, put the
supply line in a catch bottle and put 5-10 lb air
pressure into the return line. This will tell you if a clogg is else where. If the fuel
routes, Your carb has the clog. HTH
