96 speedster cleaning fuel tank

What is the best way to clean the gunk out of the bottom of a tank in this boat without pulling the motors. Been sitting 3 years with bad gas, I already syphened tank once and it's still dirty? Please help

Without removing the tank... it's going to be hard to clean completely.

I would just get all the old fuel out, and put in fresh. Then, I would add a small in-line paper filter to grab all the small junk. (put it in front of the factory filter)
