95 Seadoo xp power loss

Hello anybody an everybody,
Had a question about my 95 xp. It has the 717 motor with dual carbs that were rebuilt last year, new battery, full of gas (about a year old), new oil, NGK plugs (about a year old). When accelerating at full throttle it will stay around 6000-6500rpm, then after about 10-15mins it will slowly decrease in max rpm at full throttle. I've researched some last year an thinking it may be the rev limiter?? If anyone can help or has any opinions it would be greatly appreciated!

I would add some stabil to the left over gas, fill the tank with 93 octane and see how she runs before I did anything else. And go through at least one more tank of gas.

Nope... the Rev limiter is up at 7000 RPM.

If you are loosing RPM's... then your fuel system is plugged up, or you are overheating a little.
 
Well I rebuilt the carbs last year and it has newer fuel lines, I don't think it's a fuel blockage. But it does get pretty hot after running for just a few mins. I also believe the plugs keeping fouling out (black), have to take out an look, but I know that kept happening last year. The heat gauge dosen't beep to acknowledge overheating. As far as the stabilizer for the fuel..is there a certain brand?
