2012 GTI 130 SE Not reaching top speed

First post on here, browsed for this problem but can't seem to find an answer.

I have a 2012 GTI 130 SE that won't go over 40mph....it has just under 60 hours on it. It has new plugs, new wear ring and the impeller is in good condition. The oil is also fine and there is no leak with the carbon seal or anything and the boat is not taking on any water. The mechanic at the local dealership has looked over it front to back as well as reprogrammed the keys and checked to make sure the computer isn't set to rental mode. Took it out on the water again today and I'm getting 40 mph top with 7400 rpm or just under it, that is trying it in both modes, and trying it on all 5 different trim settings with no different results, on pretty smooth water. My understanding is that this boat is supposed to get around 55 ish. Any help would be appreciated, thanks.
 
take a look at the wear ring too big of gap can cause cavitation and loss of speed especially when you are hitting the right amount of rpms
 
Who put the wear ring in? Was it replaced to fix the low speeds or did that seem to happen at the same time? Will your ski bounce against the rev limiter at wide open throttle from a stand still? It's getting air if it does. It could be from the pump reinstall or possibly the wrong wear ring. Might be worth removing and inspecting the neoprene seal and verifying no other seals or o-rings got in the way (this happened to my previous owner for me to find later). Carbon seal leaks don't always leak water noticeably when they go bad. Take a good look at the impeller just in case something did pop through there and ding it and that new ring.
