1997 gtx...Cant get it started

I just bought a gtx that has been sitting for almost 2 years and can't get it to run. The starter was froze up so I pulled it, cleaned it up and put it back on. Got it to start, ran it for about a minute, then shut it off. Hooked the water to it to let it run a while. Went to crank and it had a leaking seal around the head. Relaced the o rings on the top of the cylinder. With the plugs out, it spins fast, but there is some water coming out the plug holes. Cranked it until dry. If I put the plugs back it, it kind of "ticks" in revolution, not turning fast enough to start. I also noticed with each slow revolution, the display on the dash flases. Has a new battery. Acts like it is hydrolocked, but there isn't enough oil or water in the cylinder to warrant this. If I pull the plugs, it cranks fast. Any ideas.......
 
Id be reading up and doing a carb service if its been sitting at all and/or still has the grey fuel lines as well.
 
Could it be the starter? When I got it, it was frozen tight and it took some PB and a wrench to get it spinning again.
