1993 SPI Carbon Seal

I am working on an 1993 Seadoo SPI. I don’t know much about PWC’s. Are the bellows on the carbon seal with the hose clamps supposed to spin with the shaft of the motor?

No…are you sure it’s a carbon seal?
Is there a grease fitting there?

There is a grease fitting.

Not a carbon seal set up
there is a needle bearing and a seal there
bearing likely frozen to shaft
when that happens it tears up the tube the driveshaft runs thru
they have a repair kit for this
comes with a part to glue/ drive into the tube
