Wont go over 6000rpm

I have a 98 xp 951, that wont rev over 6000rpm on the water. I'm thinking it could be the rave valves not opening??
Can this be tested?, I removed the rave caps and they were clean and free of oil. I'm guessing they should have oil build up if they were opening??

any advice?

You need to pull the rave's out of the head and clean the carbon off of them. I would also check the compression of the engine and throttle cables adjustments. Be sure it is getting full throttle from the cables.
