Will not turn over - where to start

1996 GTI. Lights come on when you put the lanyard in. That is it. Not even a clicking sound from the starter.

I am asking where to start. My wife wanted to take the ski out, and I am in another state. Without going crazy on the phone, what should I tell her? Battery is good. Engine turns by hand (not seized). Has not been run in 4months.

I am thinking the start button, loose lanyard, maybe the solenoid. Any EASY quick ideas?

Ok, she by-passed the solenoid and she cranked, so the starter is good. I am thinking the start button or lanyard. Any easy ways of checking this?

I'm thinking relay(starter solenoid) and/or the 20amp fuse that located in the same spot.

you mentioned lights what about the two beeps does she hear the two beeps

my mpem took a dump on me and my lights still lit up..
