VTS sending unit resistance values, magnet?

does the magnet on the worm gear determine what resistance the sending unit outputs? the vts gauge just recently is unable to go all the way up when the trim is up. all resistance values checked out, except for when the trim is all the way up. spec is 171 ohms and there is only 100 ohms at the connector pins. i'm sure it's this magnet because i tested the gauge and it checks out OK, but it sometimes goes all the way up and then back to the middle. also, where could i purchase a new boot for the exterior trim shaft?

thank you, now for my other question. would the module be bad if the trim still worked fine, going all the way to the bottom then stopping, and all the way up and stopping as it should? checked the resistance value on the three pin connector coming from the vts housing for the handle bar switches and the values were within spec. the two pin connector that goes INTO the vts housing read infinite as it should, there was a little water in the housing but the motor and wiring still look new.
 
ok so if i push the up button slowly the gauge will indicate the trim is going up, until it indicates the trim is all the way up, but then it sometimes twitches then drops back down to just below the middle position. if you push the up switch really fast when the trim is all the way down then the gauge will climb and stop somewhere near the middle.
 
without opening the module, i've determined that about 5 of the reed switches must be going. the full up and full down reed switches still work, since the relays de-energize and stop the motor from spinning once they are either full up, or down.
