vent check valve question...

I have a 97 gti, and I changed all the houses, cleaned carb, ect...My question is on the vent hose from the baffel, it tee's off one goes to a check valve up by oil cap, the other goes just below the bumper, when I suck through the hose on the top one I get air, should it be the same with the lower one? Please help me.

As far as i know, if you suck through the top hole you should feel resistance. if you BLOW through the top hose, the air should go into the tank. The check valve is there so you dont get gas in the "hood" in case of an over fill, but you are able to vent the gas tank without sucking water via the lower hole.
At least that is how my SPX works (and some others i have seen).
