Two issues: Drive and Engine

I am completely new to the forum and in desparate need of help. I purchased my 1996 Challenger last year from a family member and was familiar with it's issues when I bought it. This year I need to finally fix it's issue as it is no longer avoidable.

The first issue is that getting the beast on plane is almost impossible with any weight in the boat. By browsing the forum I have figured out that a jet pump rebuild and new impeller should fix the problem.

The second has me stumped. The boat starts fine and idles at 2300 RPM on the trailer. At idle a small amount of smoke comes out of the exhaust and misses slightly. When the RPM's hit around 4000 it revs and stalls and revs and stalls. The rear spark plug is clean but the front is wet. I am lost. Any point in the right direction would be appreciated.
 
The second problem is fuel related. The carbs, and fuel system need cleaned.

The first issue is the carbon seal on the driveshaft.
 
Not sure if the second problem is a problem. If the boat is in neutral, it won't allow you to rev the engine up, it hits the rev limiter which is set at 4k and then backs off. Put it in Forward and see if it still does it, it's a safety feature for morons who forgot they're in neutral, I guess.

The first problem may be just a simple wear ring replacement.
 
Guess I am one of those morons! Got it. Running great in forward and smoke is clearing out. Will order the wear ring tonight!
