I had some questions about the requirements when pulling a tube. Is a spotter required?

Here is what I saw on the web.

1) No person shall operate a PWC towing another person on water skis or similar device unless the total number of persons operating, observing, and being towed does not exceed the number of passengers identified by the manufacturer as the maximum safe load for the vessel.

2) It is unlawful for any person to operate a PWC towing another person on water skis or other device unless the PWC has on board, in addition to the operator, an observer who must monitor the person(s) being towed or the PWC is equipped with a rearview mirror; and the total number of persons operating, observing, and being towed does not exceed the number of passengers identified by the manufacturer as the maximum safe load for the vessel.​

Here was their response.
The first deals with the PWC. You can't exceed the capacity of the PWC and this includes persons being towed. The second part deals with motorboats (a pwc is a motorboat). A boat pulling a skier or similar towed device must have one of three things, Mirrors, a spotter or the person being towed must be wearing a life jacket.
So to answer your question. If your PWC has mirrors, and the capacity plate allows it, you may tow a person.​
