Timing chain problem

I have an engine and when I turn it over by hand, the chain seems to bind down where the crankshaft gear is and it looks like it jumps a tooth. I spin a few time and the marks still line up. Everything is new and I can't find what is causing this. Any help?

Apparently the problem is that the tensioner isn't putting enough pressure. I put a nut between the tensioner and the bolt and it doesn't do it anymore

I've not had the tensioner in my hand. Compare the item that gives it the pressure (I assume a spring) to the old one. Look for the length and strength to be the same or slightly better on the new one.
 
It's a cylinder with an enclosed spring. The old one has more tension than the new one.

Is there a way to load the tensioner? Like loading a lifter... Putting it in oil and pumping it to dill with oil
