speed issues 98 gti

new engine (717) new battery 25mph 30 mph not what i thought on top out speed for this engine how fast should this sea doo go and why isn`t it getting to that top out speed. seems to be loud roar to it too any help would be greatly appreciated i take all suggestions thank you.
 
A 98 GTI in perfect condition should have a top speed of 50-53 MPH. You can divide most top speed issues into two categories. Either the engine's not putting out the power or the pump is not delivering it. 1998 GTIs in typical condition measure around 45MPH. 25-30 is a problem.

thanks joel so when you say pump is not delevering what do i need to do and fix my problem thanks
 
Pie, does it sound like the engine is reving out, but not going anywhere? Like a slipping clutch in a car? If that's the case it sounds like cavitation. Check the wear ring and impellar.

yea thats what it sounds like kinda like that. seems to throw out water in back but not get out of hole very good its 3 seater i put myself on and another person both weighing 220 total 440 lbs and didnt go hardly any where

This problem is referred to as "cavitation" (even though, technically, it isn't always actual cavitation). The most common cause is excessive space between the edges of the impeller and the wear ring, and the fix is usually to replace the wear ring. If the engine is revving properly, then the problem has to be somewhere behind the engine in the pump assembly. If you remove the pump, it will usually be clear what's wrong. The impeller could be damaged. The pump could need to be rebuilt.
