ski runs fine out of water but not when in water

i have a 1999 seadoo gsx rotax, runs fine out of water but doesnt run in water. is it because the water hose hookup on back is supposed to be blocked off?
 
You really can't compare how a ski runs on a hose to how it will run with a load on it in the water. Give us some more detail on how it's acting and the symptoms it's giving in the water
 
And no it's not because of the hose connection on the back of the ski

**** when running on hose be sure --- ski on first then water on. Water off then ski turned off
 
its starts after a minute of cranking and stalling,feather throttle then it will idle but if you play with throttle then after a minute or two it will all of a sudden take and run fine till you stop again or shut it off then you have to play with throttle again. hold throttle halfway and after a few it just takes off.
 
also if you have it hooked to hose it starts right up and runs beautiful, maybe a slight pulse on throttle but runs good otherwise.
 
If this is a carb model, Check for gray fuel lines, trash is selector valve and the strainer up front. If gray all need replacing and add an inline fram G2 filter.
 
Power regulator/rectifier is a common failure on the RFIs. (or is that just the DIs)

but I'd check to make sure your battery is fully charged first. Low battery on those can cause issues.

how old is the fuel? are the plugs good?
